The communication management plan is created during the plan communications management process. It involves using information about the stakeholders, the project information that needs to be shared, timing, legal or confidentiality constraints, and available communication technology. It is subsidiary to the overall project management plan.

In addition to defining who will receive what communications and when, the communications management plan defines the level of detail, how updates to the plan will be made, and tools, templates, and/or guidelines for the project communications.
