Like it sounds, the make-or-buy decisions are the decisions made during the plan procurement management process about whether it is better for the project to purchase (buy) services or items needed or to build (make) them as part of the project.

These make-or-buy decisions, especially those to buy, will determine the necessary procurements and will be inputs to the conduct procurements and control procurements PMI processes.

Some of the considerations in this decision are whether the skills are available "in-house" and how critical the component is to the project. Sometimes it is faster to buy pre-made materials or components. Sometimes another option is to rent.
