Some of the roles in a project are the representatives of the users or customers. These representatives may help in identifying requirements for the deliverables or in testing the deliverables to make sure they are acceptable.
The representatives may be pulled in for a one-time event like a focus group, or they may play a longer term role and participate as part of the project team to ensure that certain interests are considered.
