In the initiating phase of the project, stakeholders are identified. The register identifies who is involved, their role(s), contact information, and other characteristics such as areas of expertise, points of project involvement, and whether the person is internal or external.

The stakeholder guide can provide useful information when planning other activities such as who should receive communication about a specific decision or who needs to be consulted before a decision is made.
